Abstract

This article examines the theoretical and practical aspects of implementing information and communication technologies in public administration, using the development of the Republic of Kazakhstan's e-government as an example. The author analyzes the legal framework, goals, objectives, and cost-effectiveness of creating a unified government web portal (www.e.gov.kz) operating on the one-stop-shop principle. Particular attention is paid to the portal's hardware and software architecture, the categorization of interactive services based on citizen lifecycles, and measures aimed at eliminating the digital divide and improving computer literacy.
